Why are the japs falling off. It looks like they are going to produce a fruit but in a few days they turn yellow and fall off :(

It is actual normal for jalapenos to drop their buds. It's just a sign that because of the weather or the age of the plant it just isn't ready to produce fruit yet. Once it has matured some it soon do fine.
